ESA have announced their intention to issue an Invitation to Tender (ITT) in May or June to cover the establishment of an Earth observation (EO) Clinic.

The Satellite Applications Catapult is considering leading a consortium to bid for this ITT (ref details of ITT to be announced) and invites companies to express an interest in joining the collaboration.


The EO Clinic will put in place a rapid-response mechanism for small-scale and exploratory uses of EO information in support of a wide range of IFI/MDB (International Financing Institutions / Multilateral Development Banks) specific development projects and activities.

The aim is to put in place 1-3 frame contracts with technically pre-qualified consortia of EO service suppliers covering a wide and comprehensive range of skills and capabilities in terms of thematic product generation. This is needed as the IFI/MDB requests are expected to be very diverse in nature and feasibility, with solutions having to involve one or more specialist European EO service capabilities. EO service production will be initiated by issuing Work Orders based on the geospatial information requirements of IFI/MDB project teams.

These Work Orders will be small (20-40K euro each), but will be issued frequently in batches throughout the 2-year programme, with procurement aiming to respond to 2-3 IFF/MBD requests per month, in order to meet the short delivery timescales usually required (i.e. less than 3 months). The consortia will be invited to submit (rapidly) an offer for each Work Order. The winning offer will be selected after an evaluation, based on their technical quality and ability to deliver within schedule.

The EO Clinic will look towards the larger-scale exploitation of EO-based information that responds to high-priority thematic IFI/MDB activities, but the emphasis will be on filling the current gap of addressing the many short-term and speculative enquiries that appear from a range of areas across the Banks. 

What are we looking for from collaborators?

The Catapult invites submissions from organisations who wish to partner with us, to build a diverse consortium of experts in various domains as a “helpdesk”, ready to suggest innovative solutions to unexpected problems.

As a neutral, trusted entity, the Catapult will act as a co-ordinating body to bring together the best of industry to address the user’s challenges. This activity will be an opportunity for wider participation of the UK-European EO service industry within the ESA Framework with the IFI/MDB activities, encouraging the participation of small and medium organisations (SMEs). It is also an opportunity to explore more innovative EO products and services that support different aspects of Official Development Assistance (ODA), often related to developing or improving methodologies for socioeconomic and environmental parameters and indicators. Emphasis will be placed on promoting European EO missions (both Copernicus and National missions), which can make a significant contribution to deliver the required EO information services.
