The Role

The Satellite Applications Catapult requires financial and economic expertise to support its delivery of an investment case to HM Treasury for a Transport Innovation Programme for the North West of England.

The Programme is a cross-Catapult initiative coordinated by the Satellite Applications Catapult with support from Innovate UK and has been developed through high-level support from regional public sector Transport Authorities.

The programme will facilitate a transformational change in the way transport networks are used, operated and managed across the Region.  The Programme will have a direct impact on reducing congestion, increasing accessibility for people and goods, increasing the predictability of transport services, improving resilience across transport networks and improving air quality.  This will be largely achieved through the development of new transport services and applications, and the creation of a framework within which these can be developed and implemented.  Underpinning this will be the discovery, exploitation and re-use of transport-related data and the use of digital technology.

Overall programme value is £150m which consists of £100m government funding with £50m match.

As part of the Investment Case Team the successful candidate will be responsible for driving the development of the Economic Case and Financial Case as part of the of the overall Business Case for the Transport Innovation Programme (North West).  Subsequently they will participating in Treasury Consultation and associated iteration of the Business Case, leading towards funding award which is targeted for Autumn Statement 2017.

About You

Essential experience: 

  • Proven experience of formulating economic and financial justification for major programmes of investment, ideally in Transport or Innovation programmes.
  • Experience of developing Business Cases to the requirements of the HM Treasury Green book.
  • Knowledge of policy in one or more areas of Government (with preference to Transport) and the ability to formulate policy around the Business Case.
  • Expertise in both quantitative and qualitative approaches to evaluation problems.
  • First class written and oral communication skills.

Desired experience: 

  • An understanding of funding and investment mechanisms within the private sector.
