WIA: Assessment Criteria

Application Scoring

Applications will be scored by the selection panel on their 6-8 minute pitch and application proposal pack. Proposals will be evaluated and graded in the follow categories and graded in each category of a score between 1 (poor) and 10 (excellent): 

Incubator

Level of innovation, impact and commercial potential 

  • 9-10, Excellent innovation potential with clear route for product/service development 
  • 7-8, Good innovation potential with clear route to product/ service development 
  • 5-6, Innovative idea with an articulated route to product/ service development 
  • 3-4, Innovative idea with uncertain product/service development route 
  • 1-2, Not innovative or no credible product/service development route 

Market and commercial potential 

  • 9-10, Excellent market and commercial potential with a clear and accessible customer base 
  • 7-8, Very good market and commercial potential with a plausible and accessible customer base 
  • 5-6, Good market and commercial potential but with a need to develop a customer base   
  • 3-4, Market potential exists but customer demand for product/ service unclear   
  • 1-2, Poor market potential 

Team skills and experience 

  • 9-10, Fully experienced team that has all the right skills demonstrated through their work experience, knowledge, and network 
  • 7-8, Highly experienced team that has some of right skills evidenced through their work experience, knowledge, and network 
  • 5-6, Experienced team that has some of the skills evidenced through some work experience, knowledge, and network 
  • 3-4, Team has some skills but lacks the experience 
  • 1-2, Team lacks the experience and skills to execute the business idea 

Relevance and likely impact of the Westcott Incubator and expertise to the business aims 

  • 9-10, Westcott Incubator and expertise can make major impact on the potential success of the business 
  • 7-8, Westcott Incubator and expertise can make a very good impact on the potential success of the business 
  • 5-6, Westcott Incubator and expertise can make a good impact on the business aims but are not central to it 
  • 3-4, Westcott Incubator and expertise can make an impact on the business aims but are not critical 
  • 1-2, Project is not suited to Westcott capabilities   

Potential of the project/company to enhance the growth and impact of the Westcott Space Cluster and the wider Buckinghamshire region 

  • 9-10-, Company is already established in Buckinghamshire 
  • 7-8-, Clear plan for establishing activity in Buckinghamshire 
  • 5-6-, Good potential to establish ongoing activity in Buckinghamshire depending on project outcome 
  • 3-4-, Project is likely to lead to continued use of Westcott facilities or supply chain activity in Buckinghamshire by a company whose primarily operation in respect of the project is elsewhere 
  • 1-2-, Little or no potential connection with Buckinghamshire or potential for ongoing work at Westcott 

Accelerator

Level of innovation, impact and commercial potential 

  • 9-10-, Excellent innovation potential with demonstrated impact and route to commercialisation  
  • 7-8-, Good innovation potential with demonstrated impact and route to commercialisation 
  • 5-6-, Innovative idea with a clearly articulated route to impact and commercialisation 
  • 3-4-, Innovative idea with uncertain impact and commercial potential 
  • 1-2-, Not innovative or no commercial potent 

Project feasibility 

  • 9-10 Very feasible with a clearly articulated execution plan that is achievable within the available resources 
  • 7-8-, Feasible with a clearly articulated execution plan that is achievable within the available resources 
  • 5-6-, Feasible with a clearly articulated execution plan that may be limited by the available resources 
  • 3-4-, Feasible but resources needed require clarification 
  • 1-2-, Project not feasible with available equipment/resources 

Relevance and likely impact of the Westcott facilities to project aims 

  • 9-10-, Project is ideally matched to the Westcott facilities 
  • 7-8-, Westcott facilities can make a good impact on the project aims 
  • 5-6-, Westcott facilities can make a good impact on the project aims but are not central to it 
  • 3-4-, Westcott facilities can make an impact on the project aims but are not critical 
  • 1-2-, Project is not suited to Westcott capabilities 

Potential of the project/company to enhance the growth and impact of the Westcott Space Cluster and the wider Buckinghamshire region

  • 9-10-, Company is already established in Buckinghamshire 
  • 7-8-, Clear plan for establishing activity in Buckinghamshire 
  • 5-6-, Good potential to establish ongoing activity in Buckinghamshire depending on project outcome 
  • 3-4-, Project is likely to lead to continued use of Westcott facilities or supply chain activity in Buckinghamshire by a company whose primarily operation in respect of the project is elsewhere 
  • 1-2-, Little or no potential connection with Buckinghamshire or potential for ongoing work at Westcott 

Compliance with match funding requirements  

  • 9-10-, Clear commitment to match funding with appropriate resources identified and available 
  • 7-8-, Clear commitment to match funding but partially dependent on external factors 
  • 5-6-, Clear commitment to match funding but fully dependent on external factors 
  • 3-4-, Commitment to match funding is plausible but poorly articulated 
  • 1-2-, No convincing plan for match funding 

Percentage Ranking

The scores are recording in the evaluation scoresheet and combined into an overall percentage ranking. If the score is at or below 2 for any category, that proposal will not be fundable. The overall percentage ranking score is as follows: 

Incubator

Market and commercial potential 

  • Incubator: Weighted score of 1.8

Accelerator

Compliance with match funding requirements  

  • Accelerator: Weighted score of 1.8 

Proposals with an over percentage ranking score of 65 or over are deemed fundable. The panel will then recommend proposals to the EZ board for review. 

Successful applicants will then have diagnostic session with our expert team to fully scope out the applicant specific statement of works for the programme. This will then be sent over to applicants in an agreement between applicants and the Catapult.
