Join the Workforce Foresighting Cycle: Building Skills for Resilient PNT
Every second of every day, the UK depends on Position, Navigation, and Timing (PNT) systems to keep our power grids operational, planes safely in the air, emergency services coordinated, and financial systems synchronised. Yet, these vital systems currently rely heavily on vulnerable foreign satellite networks such as GPS. This dependence exposes our economy and national infrastructure to significant risk—just 24 hours of PNT disruption could cost the UK an estimated £1.42 billion.
To secure the future of the UK’s Critical National Infrastructure (CNI) and maintain our position as a leader in connectivity, space, and advanced technology, we must act now to develop sovereign, resilient PNT capabilities.
The Workforce Foresighting Cycle on Building Resilient PNT aims to identify and address the workforce and skills challenges that stand between today’s capabilities and tomorrow’s resilient, sovereign systems. By 2029, our ambition is to develop a skilled workforce of over 300 engineers and technicians equipped to deliver next-generation PNT solutions—across multi-layered systems including future GNSS constellations, eLoran, and 5G time synchronisation for terrestrial resilience.

Why Workforce Foresighting?
Unlike traditional forecasting, which focuses on numbers and trends, Workforce Foresighting is a skills-based, future-looking approach. It identifies the knowledge, skills, and behaviours the workforce will need in 2–5 years’ time to unlock growth, innovation, and resilience in key UK technology sectors.
Through a cycle of workshops and collaboration with industry, academia, and government, we map the skills “delta” between existing training provision and the emerging needs of the sector. This enables proactive action—shaping apprenticeships, degree courses, professional development, and policy decisions—to ensure the workforce is ready when industry needs them most.
